A parking deck is not only wet, but also loaded by vehicles, de-icing salts, tires, braking forces and temperature changes. The structure must therefore go further than a standard roof membrane.

No. Waterproofing, crack bridging, traffic, skid resistance and weather load require a specifically constructed and demonstrably suitable route.
